Case Background

Our Client, a federal law-enforcement agency with a broad array of critical responsibilities, faced the challenge of balancing these needs. They recognized the necessity of maintaining high standards for confidentiality and secrecy, which are paramount in their line of work. However, they also saw the need to evolve by seeking advanced methods to reduce bureaucracy and enhance efficiency. This meant re-evaluating their traditional workflows, adopting innovative technologies, and implementing streamlined procedures.

As the first step, the project team reframed the challenge to open it up for novel solutions. By shifting the perspective, they were able to view the problem through a fresh lens, enabling a more creative approach to finding solutions. Next, they deconstructed the issue of managing complexity while minimizing bureaucracy, breaking it down into more manageable components. This allowed for a more detailed analysis of each aspect of the challenge. The team employed Disassociated Questions, such as “Who has been able to be more efficient in a highly complex situation?” to guide their exploration. These questions prompted them to look beyond their immediate context and examine a diverse range of successful cases. This approach led them to identify key precedents, each offering new insights and strategies that could be adapted to their own situation. By drawing on these examples, the team was able to uncover innovative solutions that addressed both the need for efficiency and the imperative to keep bureaucracy at bay. This methodical and open-minded approach was instrumental in driving the project forward, ultimately leading to more effective and streamlined operations. The influence of Precedent Driven Innovation became evident as the organization started to shift towards a more open, trusting, and risk-tolerant culture.
